Enterprise IT Metrics

IT Asset Utilization

Are you paying for resources you're actually using?

What is IT Asset Utilization?

IT Asset Utilization measures how efficiently your organization uses its technology resources. In cloud environments, it answers the critical question: "Are we paying for capacity we're actually using?"

Low utilization = wasted money. High utilization = efficient spending. But there's a sweet spot—you don't want to run at 100% utilization (no headroom for spikes).

The Core Formula

Utilization % = (Actual Usage ÷ Provisioned Capacity) × 100%

Example: VM using 2 vCPUs out of 8 vCPUs provisioned = 25% CPU utilization

Why Utilization Matters

Cost Control

Low utilization means you're paying for idle resources. In Azure, you pay for provisioned capacity whether you use it or not.

30% utilization = 70% waste

Performance Insights

Consistently high utilization (90%+) signals you're at risk of performance issues and need to scale up.

Sweet spot: 60-75%

Sustainability

Higher utilization = fewer resources needed = lower carbon footprint. CFOs increasingly care about ESG metrics.

Better utilization = greener IT

What to Measure

Different resource types have different utilization metrics:

Compute Utilization (VMs, App Services)

Key Metrics:

  • CPU Utilization: % of vCPU capacity used
  • Memory Utilization: % of RAM used
  • Idle Time: % of time resource sits unused
  • Peak vs. Average: Understanding traffic patterns

Target Ranges:

  • Production: 60-75% average
  • Development/Test: Use on-demand or spot instances
  • Below 20%: Strong candidate for downsizing
  • Above 85%: Risk of performance degradation

Storage Utilization

Key Metrics:

  • Capacity Used: TB stored / TB provisioned
  • IOPS Utilization: Actual IOPS / Provisioned IOPS
  • Throughput: MB/s used vs. available
  • Orphaned Resources: Unattached disks

Optimization Opportunities:

  • Delete orphaned disks (common after VM deletion)
  • Move cold data to cool/archive tiers
  • Compress or deduplicate data
  • Right-size disk IOPS/throughput

Database Utilization

Key Metrics:

  • DTU/vCore Usage: Azure SQL metric
  • Storage Utilization: Used vs. max DB size
  • Connection Pool Usage: Active connections
  • Query Performance: Slow queries = overutilization

Optimization Opportunities:

  • Move dev/test to lower SKUs
  • Use elastic pools for multiple DBs
  • Scale down during off-hours
  • Archive old data to blob storage

Network Utilization

Key Metrics:

  • Bandwidth Usage: Gbps used vs. available
  • Data Transfer: Ingress (free) vs. Egress ($$)
  • Connection Count: Load balancer connections
  • Regional Traffic: Cross-region data transfer

Cost Optimization:

  • Minimize data egress (expensive!)
  • Use CDN for static content
  • Colocate resources in same region
  • Compress data before transfer

Illustrative Example: VM Rightsizing

This is a hypothetical, illustrative example for teaching purposes, not an actual case study.

The Discovery

You run an Azure Advisor report and find that 60 out of 200 VMs are running at less than 10% CPU utilization over the past 30 days. Let's see the impact of rightsizing them.

Current State: Oversized VMs

ConfigurationCountMonthly Cost EachTotal Monthly
Standard_D8s_v5 (8 vCPU, 32 GB RAM)60$350$21,000
Utilization Data (30-day average)
Average CPU Utilization8%
Average Memory Utilization22%
Peak CPU (95th percentile)18%

After Rightsizing

Based on actual usage patterns, you downsize from D8s to D4s_v5 (4 vCPU, 16 GB RAM):

ConfigurationCountMonthly Cost EachTotal Monthly
Standard_D4s_v5 (4 vCPU, 16 GB RAM)60$175$10,500
Post-Rightsizing Utilization
Average CPU Utilization16%
Average Memory Utilization44%
Peak CPU (95th percentile)36%

Financial Impact

Before (Oversized)$21,000/month
After (Rightsized)$10,500/month
Monthly Savings$10,500
Annual Savings$126,000
Cost Reduction50%

Utilization Improvement

Before: Wasted Capacity

8% CPU Utilization — 92% of paid capacity wasted

After: Efficient Use

16% CPU Utilization — still have headroom, but paying half as much

Best Part: Applications run identically. There's no performance impact because they weren't using the extra capacity anyway. This is "free money" savings—pure waste elimination.

How to Monitor Utilization in Azure

Built-in Azure Tools

Azure Advisor

Free! Identifies underutilized resources and provides rightsizing recommendations.

Azure Monitor

Collect and analyze CPU, memory, disk, and network metrics across all resources.

Log Analytics

Query utilization trends with KQL. Build custom dashboards and alerts.

Cost Management

See cost per resource. High cost + low utilization = optimization target.

Benchmark Guidelines

Utilization RangeAssessmentAction
0-20%Severe underutilizationDownsize immediately or delete if unused
21-40%Moderate underutilizationGood candidate for downsizing
41-59%Acceptable utilizationMonitor trends, consider modest downsizing

76-90%High utilization—monitor closelyWatch for performance issues, consider upsize
91-100%Critical—at capacityUpsize or scale out immediately

For Cloud Engineers

Utilization is the easiest KPI to improve. Unlike revenue metrics (which require sales) or customer metrics (which require growth), you can improve utilization through technical optimization alone:

  • Run Azure Advisor weekly to find low-utilization resources
  • Set up alerts for resources consistently below 20% utilization
  • Implement auto-scaling so resources match demand
  • Use Azure DevTest Labs for non-production with auto-shutdown
  • Automate dev/test environment shutdowns outside business hours

Pro Tip: A quarterly "Utilization Sprint"—dedicating one week to rightsizing across the estate—can easily save 15-30% on cloud costs. It's pure technical optimization that directly impacts the bottom line.
